Tech Takes the Lead at CCS

Most contracts now favour digital expertise and data APIs

Hey there👋

Rushing the hiring process might save time today, but it could cost you thousands tomorrow. In hospitality, one bad hire can drain £3,500 in recruitment, training, and lost productivity. Add in missed verifications and compliance risks, and the impact multiplies.

DAILY SPEND WATCH

Buyer in Focus: Crown Commercial Service

CCS awarded £5.91 million across 4 contracts this month, with the vast majority (£5.9M) allocated to Strategic Delivery Partner Services with OLIVE JAR DIGITAL LTD.

🎯 Strategic Priorities

Digital transformation dominates CCS's current agenda, with 75% of awards focusing on technical consultancy and software solutions. The organization is investing in procurement intelligence through specialized market data APIs while continuously refining existing framework agreements. Long-term delivery partnerships are clearly preferred over transactional purchasing.

🔍 Opportunity Signals

Systems consultancy, IT services, and software solutions represent the highest-value categories in recent awards. Business intelligence and procurement software capabilities show emerging importance. CCS employs a dual approach with large strategic partnerships alongside targeted specialized services under £100k.

💡What This Means For Suppliers

Success with CCS requires emphasizing digital capabilities and integration expertise in proposals. Larger suppliers should demonstrate strategic partnership potential, while specialists should focus on niche procurement needs.

INTERNATIONAL VIEW

📈North American Public Sector Procurement Trends (01-09 April, 2025)

1️⃣ Facilities Maintenance & Infrastructure Dominates Spending

Facilities maintenance and repair operations represent the largest spending category by far, with contracts totaling over £178 million in just nine days. Two suppliers, W.W. Grainger, Inc. and Fastenal Company, have secured massive maintenance contracts worth £114.3M and £64.7M, respectively.

2️⃣ Engineering Services in High Demand

Engineering consulting services lead in contract frequency with 14 awards during this period, showing continued investment in infrastructure planning and technical expertise. This category spans urban development, transportation infrastructure, and facility improvements.

3️⃣ Construction Equipment Rental Market Surge

Heavy equipment rental is experiencing significant growth, with HERC RENTALS INC securing nearly £30M in contracts, indicating substantial ongoing construction and infrastructure projects across North America.

OPPORTUNITY PICKS

Overview: Nuclear Waste Services is establishing a £48.9M four-year framework (2026-2030) for radioactive waste treatment and conditioning services, seeking a maximum of five suppliers with either incineration or supercompaction capabilities to handle various waste types from low activity to boundary waste levels.

💡 Winning Strategies

Form strategic partnerships with specialized subcontractors to expand your treatment capabilities beyond the minimum requirements. The tender specifically mentions that contractors may offer optional treatment processes in addition to the minimum requirements of Incineration or Supercompaction. By assembling a comprehensive consortium of treatment specialists, you could present NWS with a "one-stop shop" solution covering a broader range of waste types and activity levels than competitors, potentially securing a stronger position within the limited framework of 5 suppliers.

NEWS

MHRA’s first deep dive into 4,616 UK trials shows promise and gaps. Cancer dominates, but heart disease and chronic pain lag. Only 3.4% focus on advanced therapies, and women (esp. pregnant) are underrepresented. With new reforms and £520M in funding, the UK aims to make trials faster, fairer, and more inclusive.

From April 8, individuals can now verify their identity with Companies House via GOV.UK One Login or an approved provider. It’s voluntary for now but will be mandatory by autumn 2025. The goal: reduce fraud, improve transparency, and give more trust in who’s behind UK businesses. Over 6M people expected to comply.

The government has launched new measures to protect over 1M NHS staff. Key actions include tackling workplace violence, fair pay evaluations, career development, and flexible working. With 1 in 7 staff facing violence, the plan aims to boost safety, morale, and retention across the health service.

TECHNOLOGY

🚀 Stepsailor's AI Command Bar converts user text commands into actions in your product without prompt engineering. The system handles complex tasks through natural language while providing developers with type-safe implementation and data isolation.

🧑‍💻 Helix by Opengig is an AI coding companion that understands your entire codebase to deliver high-quality solutions. It maintains your coding style while offering detailed prompts and version tracking through Checkpoints.

🔍 Okareo accelerates AI agent delivery through advanced evaluation tools and synthetic data. The platform helps teams monitor agent behavior, discover errors, and optimize models for greater reliability in production.

TIP OF THE DAY

Promote Supplier Diversity

Expand opportunities for SMEs and diverse suppliers by reducing barriers to entry. Consider dividing contracts into smaller lots or simplifying bidding requirements.

Example: A council divided a large IT contract into manageable segments, enabling smaller tech firms to compete effectively.
